Several FDs were not members if they could not meet certain requirements. I don’t remember some fo the specifics, but I know of a few departments that did not have sufficient equipment for a number of years. I know of at least two that were not members due to the 36 hour training requirements (kind of hard to imagine now, but back in the 80’s that was a pretty big deal, having someone say you had to have so many training hours). I know of at least one that had the equipment, had the hours, they just never could get the paperwork filed on time.
