“Thirteen’s on scene, thirteen has command. [ Something something ] street. Headquarters give me a second alarm. Staging will be 42nd Street Oyster bar. Five story, under construction. Residential structure. 150 by 200. Heavy fire showing from division two. Engine 13 is par three. Thirteen has their own hydrant.”

Requested by EMS District Chief and immediately after second alarm for fire is requested. By that time, two EMS District Chiefs have arrived, and established their command location on the southwest corner of Harrington and Jones.

Parks at Jones and Dawson, connects to hydrant on northeast corner, and deploys portable monitor in alley on the east side (Div D) to protect exposures.

L4 arrives.

First arriving ladder. Parks behind E13 on Jones. They begin repositioning the apparatus, to prepare for set-up. The fire is also rapidly spreading, and the move their apparatus off the block, parking just west of the intersection of Jones and Harrington and the southwest corner (Div A/B), on Jones Street, and facing west. They are supplied by E3, which is boosted by E2, both at a hydrant at the corner of Jones and West.

Parks at Jones and West, and connects to hydrant, and will supply L4. Crew is directed to evacuate the Link Apartments, the west exposure (Div B). They perform a quick evacuation, and then are assigned to fire attack in the building. The building has sprinklers, which activate. They check each floor, find some fire on the sixth floor, and deploy high rise hose via standpipe to extinguish.

Command (E13) directs third arriving engine (E3) to start evacuating the Link.

“Command to, uh, Engine 5 or, excuse me, third-arriving engine. Go to the apartments that are at, uh… yeah, go to those apartments right there where you’re at, start evacuating that building. We’re not going to be able to stop this.”

L2 arrives.

Parks on Harrington, mid-block, north of Jones. They attempt to connect to a hydrant on the southeast corner of Harrington and Lane, after climbing over a concrete barrier and cutting through fence. The hydrant is a new and not operational. L2 is then brought a supply line from E5, which is subsequently supplied by Sq14.

With heavy fire threatening their apparatus, they back their ladder to the northwest corner (Div B/C). They use their master stream to extinguish the fire threatening their truck. Then they move

They repeat this action twice, moving the ladder forward, until it has sufficient reach to begin spraying the Link Apartments, for exposure protection.

Parks at Harrington and Lane, having laid a supply line for L2. Two personnel stay at the truck to assist with water supply, while two others continue to command post, and are assigned to assist with operations in the two high-rise exposures.

Third alarm requested.

Command (E13) continues on the radio, noting that the building has no fire protection in place, fire is moving entire length of block, and evacuation needs to start at seven-story apartments at Harrington and Jones.

Flames are reaching 200 feet in the air, and the fire is generating its own wind, pushing the flames toward the south (Div A) and east (Div D) sides of the building, and across Jones Street onto the high-rise Quorum Center.

Parks in lot opposite intersection of Harrington and Lane. Personnel first assist L2 with accessing hydrant inside construction fence, on northwest corner of fire building sit (Div B/C), then assist with establishing a water supply for a portable monitor (and Ladder 4) at Harrington and Jones. Then they're directed to the Quorum Center, under the command of Bat 3, and start primary searches on the fourth floor, continuing to the 11th floor.

Bat 3, en route, informs all ladders to try to position at the corners of the building. And that the fire will be 100% defense.

Command (E13) asks HQ to notify water department to boost pressure for the area.

Bat 1 at Station 19 begins implementing All Hazards Plan.

This will adjust responses and resources for rest of city. He begins moving engine and ladder companies that are still in service, from their station "farther out" to those empty stations "closer in." He also contacts the Wake County Fire Marshal's office, and requests companies from county fire departments, to assist with coverage at city stations.

He’ll soon be assisted by Bat 4 at Station 23. They’ll be the two remaining Battalion Chiefs in service, during the fire.

At Station 19, incoming Battalion Chief Rob Mitchell will later report for duty, and begin “riding the car” for any calls, for the remainder of the shift.

He also informs about fire showing in the exposure on the east side (Div D) [in the League of Municipalities building].

He reports a three-story, masonry and frame office building, 150 by 75, with fire showing. He notes that they’ll (someone will) need to make entry into that building soon.

Bat 3 requests a fourth alarm to the earlier staging area. Reports as an approximately 400 by 500, five-story, wood frame building that’s about 30% fully-involved.

Parks at Jones and West, and connects to the hydrant being used by E3, and boosts pressure for E3, which is supplying L4. The driver stays with apparatus, and the other two members first tasked with searches in the Quorum Center.

Stages at Jones and West. The driver is assigned role of Staging Officer. Remaining crew assists others with hydrant connections for monitors and ladders, and is then tasked with searches in the Quorum Center.

Catches a hydrant at Edenton and Harrington, and lays the line north on Harrington. Parks just south of Jones, at the Quorum Center. Charges supply line. Connects to Quorum Center FDC, but doesn’t charge. Personnel enter building and assist with evacuations.

Traveling south on Dawson Street, they observe flames on the roof of a church at Edenton and Dawson.

They "lay in wet" from a hydrant on Dawson Street, and use their deck gun to extinguish the flames.

They also pull hand lines, using a courtyard lay, to extinguish flaming materials within a walled area, in the rear of the church.

And says they might not be able to see it, within their field of vision.

Bat 3 gives directions to L7, directing them to come in off Dawson Street, to Jones, to southeast (Div C/D) corner.

E13 is parked at that location, however. L7 parks at Dawson and Jones (as directed by Bat 5?), and deploy aerial stream, attacking roof fires on surrounding buildings to east (Div D) and southeast (Div A/D) of Metropolitan.

After this brief operation, they reposition to the southeast corner of the Metropolitan (Div A/D), where E13 first parked. [By that time, E13 will have been moved, due to high heat.]

L7 begins aerial operations, first protecting exposures, and then on the fire building.

Parks facing north on Harrington on south side of Jones Street intersection (Div A/B). They begin aerial operations, protecting the Quorum Center.

They also assist setting up a portable monitor on Harrington at Jones, supplied by E3, also protecting the Quorum Center.

Two off-duty personnel arrive, take over operation of the apparatus, and the four-person crew from L3 is assigned to other tasks.

They request a ladder truck to reach the roof. With L9 assisting, they find and extinguish burning leaves on the roof. They also check the interior of the building for hot spots, and find none.

Their ladder is used as an aerial stream on the Metropolitan, and then as an aerial standpipe for crews inside of the League of Municipalities Building.

The building had already been taken care of, Car 3 reports. Command tells HQ that they can disregard any additional alarms from the building.

Because they see several firefighters doing a search in the area that they’re spraying. After three minutes, they resume spraying.
