Thur	22:03	First alarm dispatched.	Automated dispatch, via locution. 400 W. North Street, which is the closest address that callers can determine. E13, E1, E3, E5, L4, L2, R1, Bat 3, Bat 2, C420. Tac 18.
Thur	22:05 rte	Bat 3 informed of multiple callers by HQ.	HQ advises that they’re receiving multiple, multiple calls confirming that this is a working fire. Bat 3 advises HQ to upgrade to working fire.
Thur	22:05	Working fire dispatched.	Automated dispatch, via locution. A1, C20, C401.
Thur	22:05	E13 arrives and establishes command.	First arriving unit. Reports heavy fire showing from second floor. Immediately requests second alarm, see below. E13 parks on Jones, at southeast corner of Metropolitan (Div A/D), connects to hydrant mid-block on Jones Street, and deploys portable monitor to protect exposures on south (Div A) and southeast (Div C/D) sides. “Thirteen’s on scene, thirteen has command. [ Something something ] street. Headquarters give me a second alarm. Staging will be 42nd Street Oyster bar. Five story, under construction. Residential structure. 150 by 200. Heavy fire showing from division two. Engine 13 is par three. Thirteen has their own hydrant.”
Thur	22:06	Second alarm requested for fire.	Requested by command (E13), see above, and follows E13 officer's description of fire conditions. Staging area is designated as at 42nd Street Oyster bar, at corner of Jones and West.
Thur	22:06	Second alarm requested for EMS.	Requested by EMS District Chief and immediately after second alarm for fire is requested. By that time, two EMS District Chiefs have arrived, and established their command location on the southwest corner of Harrington and Jones.
Thur	22:06	Car 401 (investigator) arrives.	He's assigned as Staging Officer. He also calls the incoming investigator on "C" platoon at home, and requests a response.
Thur	22:06 rte	HQ tells all EMS units to switch to own radio channel, Tac 19.
Thur	22:06	E1 arrives.	Parks at Jones and Dawson, connects to hydrant on northeast corner, and deploys portable monitor in alley on the east side (Div D) to protect exposures.
Thur	22:06	L4 arrives.	First arriving ladder. Parks behind E13 on Jones. They begin repositioning the apparatus, to prepare for set-up. The fire is also rapidly spreading, and the move their apparatus off the block, parking just west of the intersection of Jones and Harrington and the southwest corner (Div A/B), on Jones Street, and facing west. They are supplied by E3, which is boosted by E2, both at a hydrant at the corner of Jones and West.
Thur	22:07	Second alarm dispatched.	Automated dispatch, via locution. E6, E2, Sq7, L7, L3, Bat 5.
Thur	22:07	E3 arrives.	Parks at Jones and West, and connects to hydrant, and will supply L4. Crew is directed to evacuate the Link Apartments, the west exposure (Div B). They perform a quick evacuation, and then are assigned to fire attack in the building. The building has sprinklers, which activate. They check each floor, find some fire on the sixth floor, and deploy high rise hose via standpipe to extinguish.
Thur	22:07 rte	Command (E13) directs third arriving engine (E3) to start evacuating the Link.	“Command to, uh, Engine 5 or, excuse me, third-arriving engine. Go to the apartments that are at, uh… yeah, go to those apartments right there where you’re at, start evacuating that building. We’re not going to be able to stop this.”
Thur	22:08	L2 arrives.	Parks on Harrington, mid-block, north of Jones. They attempt to connect to a hydrant on the southeast corner of Harrington and Lane, after climbing over a concrete barrier and cutting through fence. The hydrant is a new and not operational. L2 is then brought a supply line from E5, which is subsequently supplied by Sq14. With heavy fire threatening their apparatus, they back their ladder to the northwest corner (Div B/C). They use their master stream to extinguish the fire threatening their truck. Then they move They repeat this action twice, moving the ladder forward, until it has sufficient reach to begin spraying the Link Apartments, for exposure protection.
Thur	22:08	E5 arrives.	Parks at Harrington and Lane, having laid a supply line for L2. Two personnel stay at the truck to assist with water supply, while two others continue to command post, and are assigned to assist with operations in the two high-rise exposures.
Thur	22:08	Third alarm requested.	Command (E13) continues on the radio, noting that the building has no fire protection in place, fire is moving entire length of block, and evacuation needs to start at seven-story apartments at Harrington and Jones.
Thur	22:08, by this time		Flames are reaching 200 feet in the air, and the fire is generating its own wind, pushing the flames toward the south (Div A) and east (Div D) sides of the building, and across Jones Street onto the high-rise Quorum Center.
Thur	22:09	Third alarm dispatched.	Automated dispatch, via locution. E11, E20, Sq14.
Thur	22:09 rte	Command (E13) issues a collapse warning.	Tells units “on the corner” (which corner) to prepare for a collapse. Also tells Ladder 4, when fire gets to your end of the corner (Div A/B), it’s probably going to collapse as well.
Thur	22:09 rte	Command (E13) also tells HQ of a second working fire.	He says that have a working fire on the east (Div D) exposure [the League of Municipalities building].
Thur	22:09	R1 arrives.	Parks in lot opposite intersection of Harrington and Lane. Personnel first assist L2 with accessing hydrant inside construction fence, on northwest corner of fire building sit (Div B/C), then assist with establishing a water supply for a portable monitor (and Ladder 4) at Harrington and Jones. Then they're directed to the Quorum Center, under the command of Bat 3, and start primary searches on the fourth floor, continuing to the 11th floor.
Thur	22:10 rte	Bat 3, en route, informs all ladders to try to position at the corners of the building. And that the fire will be 100% defense.
Thur	22:10 rte	Command (E13) asks HQ to notify water department to boost pressure for the area.
Thur	22:10ish	Bat 1 at Station 19 begins implementing All Hazards Plan.	This will adjust responses and resources for rest of city. He begins moving engine and ladder companies that are still in service, from their station "farther out" to those empty stations "closer in." He also contacts the Wake County Fire Marshal's office, and requests companies from county fire departments, to assist with coverage at city stations. He’ll soon be assisted by Bat 4 at Station 23. They’ll be the two remaining Battalion Chiefs in service, during the fire. At Station 19, incoming Battalion Chief Rob Mitchell will later report for duty, and begin “riding the car” for any calls, for the remainder of the shift.
Thur	22:11 rte	Bat 3 directs E5 to Harrington and Lane, to establish a water supply for L2, on that corner of the building (Div A/B).
Thur	22:11	Bat 3 arrives.	First Battalion Chief on scene. He will soon assume command from E13 officer.
Thur	22:11	Bat 5 arrives.	Second Battalion Chief on scene. He takes position along Jones Street, on the southeast side of the Metropolitan (Div A/D).
Thur	22:11-22:12 rte	Command (E13) gives updates to Bat 3.	He reports his location, that E13 is closer to Dawson Street. He also informs about fire showing in the exposure on the east side (Div D) [in the League of Municipalities building]. He reports a three-story, masonry and frame office building, 150 by 75, with fire showing. He notes that they’ll (someone will) need to make entry into that building soon.
Thur	22:12	Bat 3 assumes command from E13 officer.	He designates the command location as the corner of Jones and Harrington.
Thur	22:12	Car 20 arrives.	Does not assume command, but assists with setting up the components of the command structure.
Thur	22:12	Fourth alarm requested.	Bat 3 requests a fourth alarm to the earlier staging area. Reports as an approximately 400 by 500, five-story, wood frame building that’s about 30% fully-involved.
Thur	22:13	Fourth alarm dispatched.	Automated dispatch, via locution. E8, E12, E9.
Thur	22:13	E2 arrives.	Parks at Jones and West, and connects to the hydrant being used by E3, and boosts pressure for E3, which is supplying L4. The driver stays with apparatus, and the other two members first tasked with searches in the Quorum Center.
Thur	22:13	E6 arrives.	Stages at Jones and West. The driver is assigned role of Staging Officer. Remaining crew assists others with hydrant connections for monitors and ladders, and is then tasked with searches in the Quorum Center.
Thur	22:13	Sq7 arrives.	Catches a hydrant at Edenton and Harrington, and lays the line north on Harrington. Parks just south of Jones, at the Quorum Center. Charges supply line. Connects to Quorum Center FDC, but doesn’t charge. Personnel enter building and assist with evacuations.
Thurs	22:13 rte	L2 setting up at Harrington and Lane, they report.
Thur	22:13 rte	E5 at Harrington and North with a hydrant, they report.	They’re waiting to bring a supply line to L2 when it gets in position. E5 also asks about  shutting the railroad down, as they’ll cross tracks while laying their line.
Thurs	22:14 rte	Police requested to shut down all traffic into scene for two blocks in all direction, by command (Bat 3).	No traffic to be allowed in, except emergency vehicles.
Thur	22:15	Car 2 arrives.	Asst. Chief of Operations (Harvey).
Thur	22:15	Bat 2 arrives.	Third Battalion Chief on scene. Parks on Lane Street. Command directs Bat 2 to take command of the north side (Div C).
Thur	22:15	Car 420 arrives.	Platoon Deputy Fire Marshal. Stages at Edenton and Dawson.
Thur	22:15	E11 arrives.	Traveling south on Dawson Street, they observe flames on the roof of a church at Edenton and Dawson. They "lay in wet" from a hydrant on Dawson Street, and use their deck gun to extinguish the flames. They also pull hand lines, using a courtyard lay, to extinguish flaming materials within a walled area, in the rear of the church.
Thur	22:15 rte	Car 20 radios command that a tower crane is involved.	And says they might not be able to see it, within their field of vision.
Thur	22:16	L7 arrives.	Bat 3 gives directions to L7, directing them to come in off Dawson Street, to Jones, to southeast (Div C/D) corner. E13 is parked at that location, however. L7 parks at Dawson and Jones (as directed by Bat 5?), and deploy aerial stream, attacking roof fires on surrounding buildings to east (Div D) and southeast (Div A/D) of Metropolitan. After this brief operation, they reposition to the southeast corner of the Metropolitan (Div A/D), where E13 first parked. [By that time, E13 will have been moved, due to high heat.] L7 begins aerial operations, first protecting exposures, and then on the fire building.
Thur	22:17	E20 arrives.	Stages on West street. Personnel are assigned to the Quorum Center, for searches and fire attack.
Thur	22:17 rte	L2 directed to northwest corner (Div B/C) by Bat 2.
Thur	22:17 rte	E1 moves portable monitor, to protect exposures on east side (Div D).	E1 radios command that they’re on the southeast corner (Div A/D), with a portable monitor, and trying to reposition to protect the single-story building on the east side (Div D), from the heavy fire conditions.
Thur	22:18	L3 arrives.	Parks facing north on Harrington on south side of Jones Street intersection (Div A/B). They begin aerial operations, protecting the Quorum Center. They also assist setting up a portable monitor on Harrington at Jones, supplied by E3, also protecting the Quorum Center. Two off-duty personnel arrive, take over operation of the apparatus, and the four-person crew from L3 is assigned to other tasks.
Thurs	22:18 rte	Additional buildings involved with fire on the east side (Div D), reports Bat 5.
Thur	22:19	Sq14 arrives.	Parks at Harrington and North, and boosts pressure to L2, using supply line laid by E5. Driver remains at apparatus, and two personnel report to command, and are assigned various tasks.
Thur	22:19	Tower crane collapses.	Unidentified person on radio transmits “crane’s coming down!”
Thur	22:20	E8 arrives.	Stages on Jones Street. Crew is assigned to search group for Quorum Center.
Thur	22:20 rte	E13 ordered to move from their position at the southeast corner (Div A/D) by Bat 5.	The heat is starting to buckle pavement, burn and melt equipment on the engine, and causing the firefighters protective clothing to begin smoking.
Thur	22:20 rte	Glass is falling on Jones Street, E20 reports.
Thur	22:20ish	Car 2 (Harvey) assumes command from Bat 3.
Thurs	22:20-21 rte	Command (Car 2) calls for all units to case radio traffic.	Confirms that the construction crane has collapsed. He begins confirming that all personnel are accounted for. Bat 2 move from north (Div C) to west (Div B) side, and accounts for L2 personnel.
Thur	22:21	E12 arrives.	Stages until they are directed to extinguish spot fires, around the Metropolitan. Then directed to assist E11, with extinguishing fires at church at corner of Edenton and Dawson.
Thur	22:22	E9 arrives.	Directed to lay supply line from North and West streets, into parking lot opposite Harrington and Lane. Supplies portable monitor, which is directed onto the west side of the building (Div B), from mid-block on Harrington. Later supplies second monitor, the 1000 GPM monitor from Squad 14, that’s also deployed mid-block on Harrington.
Thurs	22:22-23 rte	Command tells all units entering the city to stage behind Station 1.
Thurs	22:22-23 rte	Command requests [from staging] that two engines and one ladder company meet at the Quorum Center, as they have a report of subjects trapped on the tenth floor.
Thurs	22:23 rte	E11 is extinguishing fires at the church at Dawson and Edenton, they report.

Thur	22:25 rte	Command requests five more Tac channels from dispatcher.	Command announces Tac 22 is the staging channel, and all incoming units should switch to that channel.
Thur	22:26	A1 arrives.	Mobile air unit. Parks at Jones and West, in parking lot of 42nd Street Oyster Bar.
Thur	22:26 rte	L2 is starting to flow on Harrington, from the northwest corner (Div B/C), Bat 2 reports.
Thur	22:26 rte	L3 is getting into position on Harrington, they report.
Thur	22:28	Calls received [at ECC] for Methodist Adult Center on fire, at Edenton and Dawson.
Thur	22:30, by this time	Bat 4 at Station 23 is assisting Bat 1 at Station 19, with logistics, manpower, and apparatus coverage.
Thur	22:30, about	Car 5 (Hocutt) arrives.	Assistant Chief of Training, arrives. He first takes command at the church at Edenton and Dawson. He’ll assist at the command post and later take command on the east side of the Metropolitan (Div D).

Thur	22:31 rte	Fire impinging upon the Link Apartments, Bat 2 reports. L2 now repositioning, moving 50-100 feet south, closer to fire, Bat 2 also reports.
Thur	22:32	Fifth alarm dispatched.	Automated dispatch, via locution. E15, E27, E26.
Thur	22:32	Calls received [by ECC] for fire on roof of Sacred Heart Cathedral at 200 Hillsborough.
Thur	22:32 rte	L3 getting ready to set up at Jones and Harrington, to protect exposures, they report.
Thur	22:32 rte	HQ reports they’ve received calls about a fire at the church at McDowell and Hillsborough.
Thur	22:36 rte	E9 prepares to lay supply line into the parking lot on west side (Div B), to supply portable monitor which will be used to extinguish fire on exterior of Link Apartments.
Thur	22:38	E10 dispatched to McDowell and Hillsborough streets	Reported fire on the roof of the church. They extinguish with booster line, and ground ladders.
Thur	~22:38	L6 move-up to Sta 17.
Thur	22:39 rte	HQ has report of another building with possible fire, adult care center at 228 W. Edenton.
Thur	22:39-40 rte	Car 20 takes over command of Link Apartments on west side (Div B) exposure.	Four-story condo. Small flames on the outside. Two crews are operating inside.
Thur	22:39-40 rte	Command reports E13 is checking exposure at 228 W. Edenton Street.
Thur	22:41 rte	L7 reports that they see spot fires on the roof of the church youth center, on the east side of the Quorum Center.	Command assigns that fire to Bat 5.
Thur	22:42 rte	Car 4 informs command that he’s at the EOC.	Command requests help with monitoring the tac channels, to make sure they don’t miss anything, especially any emergency button activations.
Thur	22:44	E17 dispatched (from Station 1?) to 115 W. McDowell Street.	Small mulch fire, found by police officer.
Thur	22:44 rte	Car 5 on scene with E11 crew at Hillsborough and Dawson, at the church.
Thur	22:45	E27 arrives.	Crew first assigned to searching exposures.
Thur	22:45 rte	L7 is moving to new position, reports Bat 5.	The aerial platform is moved from Dawson at Jones, to the southeast corner (Div A/D) of the Metropolitan.
Thur	22:45 rte	L2 is being repositioned again, moving again 50-100 feet south on Harrington, reports Bat 2.	They are working to reach the Link Apartment—their truck has only a 75-foot aerial ladder, not a 100-foot—and are also extinguishing fire beside the apparatus, to prevent damage.
Thur	22:47 rte	Portable monitor on Harrington, on west side (Div B), begins flowing, supplied by E9.
Thur	22:47 rte	Command tells Deputy Chief of Training that their resources can respond to the scene.	He’s told to switch to Tac 22, and contact staging.
Thur	22:48 rte	Command requests HQ broadcast to arriving units that staging is at Station 1, and the rear parking lot of Fire Administration.
Thur	22:48-49 rte	L2 begins flowing water again, after being repositioned.
Thur	22:49	E15 arrives.	Crew first assigned to searching Link Apartments. Apparatus is later connected to Link sprinkler system, using nearby hydrant, with Assistant Fire Marshal Henshaw operating. System is not charged.
Thur	22:49 rte	Car 20 requests [from staging] one engine company with high-rise pack, to assist the two companies in the Link.	He provides an update: the sprinkler system has held all floors in check. With one more company, interior ops will be set. Also has a portable monitor being deployed, for the exterior. He says it looks like the fire is under control.
Thur	22:49 rte	Engine (E11 or E12) is spraying water on the roof of the church at Edenton and Dawson, using their monitor.
Thur	22:54 rte	HQ reports another building to check, 104 Hillsborough Stree, First Baptist Church, roof reported on fire.	E26 arrives at staging a few moments later, and is directed to the fire. See below.
Thur	22:54	E26 arrives.	From staging, dispatched to structure fire at 215 S. McDowell. No fire found, and they return to staging. Crews are then directed to search the single-story industrial building on the north side of the Link Apartments, which had been struck by the collapsing crane.
Thur	22:56	E21 discovers fire on the roof of the church at 104 Hillsborough Street.	They request a ladder truck to reach the roof. With L9 assisting, they find and extinguish burning leaves on the roof. They also check the interior of the building for hot spots, and find none.
Thur	After 22:56	L9 (from Station 1?) dispatched to 104 Hillsborough St.
Thur	22:57 rte	L7 has moved to the southeast corner (Div A/D) and is about to extinguish fires on the roof of the youth center, beside the Quorum, reports Bat 5.
Thur	22:58 rte	E11, E12 crew will clear church fire in a few minutes and head to staging, reports Bat 5.
Thur	23:00,  about	Training Division personnel arrive on West Street, including staff and recruit academy instructors (14), and firefighter recruits (27). They arrive with two training engines, and the RFD commercial bus.
Thur	23:01	Quorum Center incident under control.
Thurs	23:02 rte	HQ ask command to check Doug Sutton Insurance building at Jones and McDowell again, they have reports of the roof on fire.	Bat 5 copies the traffic, and will address.
Thur	23:02 rte	Car 20 requests two personnel, including a driver, to the Link, to use E15 to connect to the building’s standpipe system.	He notes that Assistant Fire Marshal Tim Henshaw is waiting for them, to give them directions.
Thur	~23:03	E4 move-up to Sta 1.
Thur	23:05-6 rte	Crew is checking the insurance building at Jones and McDowell and will report back, reports Bat 5.
Thur	~23:10	E29 move-up to Sta 8.
Thur	23:12 rte	Temporary rehab has been established at Harrington and Edenton, announces command.	All crews are requested to start reporting to that location for rehab.
Thur	23:12 rte	Three buildings are on fire on the east side (Div C) of the Metropolitan, reports Car 3.	Two buildings with roof fires, and third building [League of Municipalities] with three rooms on fire on third floor. Asks for a ladder to be sent to that location. He has one piece of apparatus [E13], but wants another, preferably a ladder.
Thur	23:14 rte	E9 officer assumes command on west side of fire building (Div B) from Bat 2 .	Bat 2 going to east side (Div C), to assist with those operations.
Thur	23:15 rte	E26 reports they are heading to 215 S. McDowell Street.
Thur	23:15 rte	HQ asks command about another building, Jones and Dawson, insurance company.	They are still receiving calls.
Thur	23:17	Link Apartments incident under control.	Crews are still in the building, but fire is under control.
Thur	23:18 rte	L2 is moving to the other side of the Metropolitan, for the exposure on fire on the southeast (Div A/D) corner, reports Bat 2.	The ladder crew is “breaking it down now.”
Thur	23:19 rte	Permanent rehab now established at Jones and West, announces command.	Directs all units in temporary rehab to report to that location.
Thur	23:20 rte	Bat 2 provides updates to Command: He and Car 3 are working to hit the heavy fire in the League of Municipalities building. Church fire is under control. One unit is there, standing by. Also being monitored by Car 420. Three engines are covering Hillsborough Street for falling embers, notes radio traffic. The League of Municipalities building is the biggest situation they have, beside the Metropolitan.
Fri	23:21-22 rte	Bat 2 requests more resources from command in Div C.
Fri	23:22 rte	E26 arrives 216 S. McDowell, nothing showing.	No fire found at location. They report all clear and returning to staging at 23:36.
Fri	23:23 rte	L2 en route to east side (Div D) from west side (Div B), reports Bat 2.
Fri	23:27 ish	E9 driver tells E9 officer that a train is inbound, as reported by Police.	They are trying to get the train stopped. E9 driver provides update three minutes later, that the train has been stopped.
Thur	23:27 ish	L2 moving into position on the east side (Div D) of the Metropolitan.	Bat 2 tells L2 to send their crew and a 25 foot ladder, to get on a building roof with a hand line, to extinguish the fire. L2 is subsequently parked in Div D, parallel to Jones Street, and facing Div D. Their ladder is used as an aerial stream on the Metropolitan, and then as an aerial standpipe for crews inside of the League of Municipalities Building.
Thur	23:31 rte	C20 reports that two crews (four people) will be operating in the Link Apartments, just doing overhaul.
Thur	~23:32	E18 move-up to Sta 9. E25 move-up to Sta 7.
Thur	23:36 rte	E9 is preparing to flow a second monitor on the west side (Div B) of the Metropolitan.	Later advises it’s a 1000 GPM monitor, using two three-inch lines.
Thur	23:39-40 rte	L7 operator cautions L7 nozzle that their aerial stream is about to knock down a back wall.	By this time, some sections of brick wall are still standing on the east side (Div D) of the Metropolitan.
Thur	23:42 rte	HQ asks command if they can check the report of a fire alarm activation at 215 N. Dawson.	Bat 5 tells command that that’s where crews are operating on the east side (Div D) of the Metropolitan.
Thur	~23:46	E10 move-up to Sta 2.
Thur	23:46 rte	Fire(s) in parking deck of Metropolitan confirmed by Bat 2 to command.	Initially thought to be one or more vehicle fires. Building materials on the roof, and the concrete in the structure is burning.
Thur	23:47 rte	Three reserves are en route, fully staffed, EOC tells command.	EOC also reports that county units are covering the city.
Thurs	23:48 rte	Animal control officers requested to command post, by command to HQ.	HQ confirms request received, but it will take a little while, as the officers have to be paged out. Needed for a displaced canine.
Thur	23:50 rte	Bat 5 asks L7 if there’s any fire on the roof of the Reynolds Building.	L7 confirms fire on all four corners, plus a ten-by-ten foot collapse on the Div C/D corner.
Thur	23:52 rte	215 N. Dawson Street building is under control, Command tells HQ.	The building had already been taken care of, Car 3 reports. Command tells HQ that they can disregard any additional alarms from the building.
Thur	23:55 rte	The two portable monitors on the west side (Div B) of the Metropolitan are shut down, E9 officer tells Bat 2.	Because they see several firefighters doing a search in the area that they’re spraying. After three minutes, they resume spraying.
Fri	00:02 rte	EMS has established a rehab area at West and Jones, announces command.
Fri	00:10 rte	Command requests 100-foot ladder to scene.	Have them switch to Tac 18, for specific location. Tells HQ to dispatch L8.

Fri	00:25	L8 arrives.	Special-called for burning construction materials on top of parking deck on north side (Div C) of Metropolitan, for use as aerial standpipe. Later used to flow water onto Metropolitan.

Sat	0800	Tent operations begin.	R1, L3 deploy a mobile shelter from Task Force 4 cache, for housing canteen services at command post, for crews on scene.
Sat	0800-1300	First shift of companies assigned to scene, until 13:00.	Lunch provided. Several engines providing manpower, plus Bat 3 in command.
Sat		Firefighters assist residents with removing belongs from the Quorum Center and Links Apartments.	One firefighter escorts each resident, or pair of residents, into their building. Though the Quorum has power, the Link has no lights nor elevator service. Residents are shuttled to their buildings from the Municipal Building, via fire department passenger van. They wait at staging areas at each building.
