04/25/11 646 W - + 1 - 1 It Can Happen Here, Really

How are you fixed for training, Charlie? Last week's storms were a dramatic reminder of the importance of skills and systems related to large-scale emergencies. Incident command, resource management, resource capabilities, and so on. It was also a lesson in preparing for the unexpected and infrequent. What types of big or unusual incidents can we expect in Raleigh and Wake County? Here's a sample of what's happened in the past, drawn from my records from the last couple of decades. Excluded are almost all types of structure and woods fires, and smaller-scale technical rescues. Same for smaller scale haz-mat and weather events. It's also pretty Raleigh-centric, but the data makes the point. It really can happen here. And wouldn't you love to see a compilation of the historical lessons learned, over the same period?

Chlorine leak of over a 100 gallons at Fuquay sewer treatment plant on April 3, 2003.
Barn Fire burned over 10,000 round bales, 3 structures, multiple vehicles and equipment with over 40 fire depts. responding and lasting 3 days on November 10, 2005 in Fuquay.

Go a little beyond the WC borders… AMTRAK/freight collision/derailment, Smithfield/Selma, 1994. One fatality, 20 or so injuries, 400+ on the train. That was a sight, turning into Noble Street, first in on the first unit/ambulance, and seeing all of those people coming through the woods…

The riot at Central Prison was April 17, 1968. Six inmates dead, 75 wounded. The standoff lasted 14 hours. http://www.wral.com/news/local/story/140..

The American Eagle crash is listed in the list, under plane crash, commuter plane. Most of the area’s other plane crashes have been omitted, though there have been some unusual ones. A couple midair collisions. A couple into lakes, including one at Lake Crabtree decades ago that killed a family.

July 1997 Rex Wellness Center at 1515 SW Cary Parkway, Cary suffers gas explosion and flash fire. Two construction workers injured. Fire quickly extinguished by Engine 4 which was hooked and pressure testing the sprinkler system at the time of explosion. (talk about the right place at the right time.) Several reports of structural collapse after the explosion. Turns out no collapse occurred.

June 2002 Garden Supply Company at 1421 Old Apex Road, Cary. Fire Captain Tim Gouge and Firefighter Todd Dollar are slightly injured when Ladder 3 suffers a catastrophic collapse, the platform dropping 8 to 10 feet missing Division Chief Sam Matthews by a few feet. Chief Matthews had just handed Captain Gouge a second pike pole and turned to walk away. When the ladder started up to open up the wall, it broke at the turn table and fell to the ground, landing just a few steps behind Chief Matthews.

25 or more big bucks loose on I-540 the other day. Fortunately no one was dispatched, even though there was some pretty close calls with cars swerving everywhere. I didn’t stop though, looked like monopoly money.
